I wanted to replace water damaged Razr I had gotten with my AT&T plan, it works well in every way except the photos are “grainy” Is it defective?, or is it just a matter of getting what you pay for?

Depends on which razr you had before, the newer razr phones had 1.3 megapixel cameras or better whereas the original had a VGA camera which DOES look grainy.
Sounds to me like your old razr had the megapixel camera and the new one is the standard V3 with the VGA camera.
